Identifying as a “digital individual,” Victoria delivers her messages while clad in a professional dark suit, with gestures and expressions that closely mirror those of a flesh-and-blood spokesperson. Although her physical appearance and movements are animated through artificial intelligence, experienced professionals will be in charge of crafting and verifying the substance of her speeches. As noted by the ministry’s press service to AFP, “The AI’s role is confined to producing the visual element.”

The impetus behind crafting the AI-powered communications officer by the team known as The Game Changers is rooted in the aspiration to conserve time and resources.
Inspiration and Identity
Victoria’s likeness and vocal properties draw inspiration from Rosalie Nombre, known for her musical talents and participation in the Ukrainian edition of The Bachelor. While Nombre voluntarily offered her appearance for Victoria’s creation at no charge, she has emphasized the distinct identities of herself and the virtual spokeswoman.
Ensuring Credibility and Authenticity
To maintain the credibility of Victoria’s communications and to mitigate any confusion from potential imitations, the foreign ministry intends to implement QR codes. These will provide direct access to written transcripts of her declarations on their official portal. Among the pressing issues she will address are diplomatic matters such as the halted consular services for military-age men residing abroad, a measure put in place due to administrative protocols and possible enlistment obligations.
